The path to get this achievement starts at the very beginning of the game when Rook 25 gets you out of bed. You need to convince her you're batty so she instructs you to go see Rook 13 in the Medical Bay. Go there and get your brain scanned. You can explain to Rook 13 that you're a time traveler but I don't think it is required to complete the achievement.
Fast forward to act II and the meeting with the Queen. Tell her that you're an interdimensional traveler and she dismisses the concept as proposterous. You can counter with the brain scan proof that Rook 13 collected rewarding the achievement.
